Depends alot on the type of guild you're looking to form.
Players are more likely to join establised guilds which suit their needs. Unless you can offer something different, don't expect a horde of players to join you!

You could start by recruiting in Mithra/Salisbury Plains. But as is law, most players will leave the guild to join a zerg at lv50.

It going to be a quite small guild whit nice members, dont expact to get 30-60 members i have around 5 atm that is going to join it . Just wanna make a guild with alot of nice pps.

...by the way, try to recruit by grouping with lots of people around your level, you're sure to find some un-guilded, nice people who would love to join your Guild
