Sound problem/voices echoing

I know that this problem has something to do with codex'... but... I have no idea how to fix it. I had this problem for awhile now but it starts getting annoying and I want to avoid reinstalling xp just because of this...

your help, as always, is appreciated.

That happens to me sometimes after playing Planetside, I have to go into the Creative Audio HQ and turn All Effects Off. Somehow, it turns on the Hall thingymajig I think.
