If you shave use loads of foam (not soap) and make sure youve soaked for a while, if it itches then youve prolly got in ingrowing hair or a small infection try sudo cream for this (get it at chemists or supermarket... baby aisle) and use moistruiser on the area after if your silly enough to use an eleccy shaver. Tbh stick to razors (gillette mach 3, practically impossible to cut yourself with that) but dont use disposable plastic ones as hairs get caught in the gaps in the sides and your eyes will water, make sure you do use a fresh blade though, a slightly dull one and your going to look like a turkey thats just been plucked.

epilators work by pulling hair out, mega painful on long hairs ofcoursE as they're only supposed to be used on short hairs around the body, the idea is to use it as they start to grow back (which is alot slower than when shaving)
