And of course I'm generalising - we're talking in general. And in general, council tenants have a fucking shit time because coucils are the worst landlords.

We have wooden and stone floors downstairs, carpeted upstairs. I have investigated the floor boards upstairs and the amount of work they would need, it would be pain. Nobody cares about spilling paint on floorboards, apparently, and they must be at least 100-150 years old, when upstairs was added to the house.

You could rip them out and insulate the space below (makes a big difference to how heat rises through the house), then put new T&G floorboards down. Seals everything nicely, but the downside is that it's difficult to rewire/replumb later.
