Rain of RAs

When you use "Rain of..." realm abilities, if you have level 1 in all 3 does this mean that you can use 3 of these abilities in a 15 min time slot or can you only select one rain of... per 15 mins still?

Can you use all 3 at the same time to add 30% damage increase?

then its a 30% dmg add

but thats a waste of 19 points

Think it goes like this :
if u have 3 diff RAIN of ! u can use 1 when timer is over u can press next but u cant add 3 at same time.

My understanding was that they all used the same reuse timer. Is this correct?

Also, my understanding was that the % increase was based on your base damage. If it was based on your styled damage they would be well worth the points! Imagine a 30% increase to PA every 15 mins Can anyone confirm it is based on your base damage?

U unstealth when u press it, and its % of damage minus oponents resist. PA for 600 -26 % resist then take 30 %.

The timer iam not sure about sence i cant see why it should be better having 3 different.
