In the Netherlands selling doesn't carry the same age restrictions as buying, so a cashier can be 15 and sell alcohol to someone while he or she him/herself wouldn't be able to buy it.
whats stops them taking a few? or selling to there obviously underage friends?
whats to stop anyone in any shop doing anything like that?
like a man in pc world just taking a few pc's, or someone in a garage taking a car or five, or someone in asda just stealing a couple of loafs of bread.

lamp is probably correct though, as it would make sense to raise that age to 18.
