They pay for the bandwidth. If you want a public server, it would set you back more than 24 quid a year.

Sounds like Game is pinning it's hopes on people not booking the servers very often, or if they do not using it to its full capacity.
It's not as if the un-bookable Game servers are populated very often either, at least in battlefield 1942 ive not really looked at the other game servers.
