There used to be a quest that you could get in the thrown room which allowed you to get a stone that (in PvE zones) would port you back to your bind points. This quest is no longer avaliable it seems, is it still possible to get this stone?

From the 1.88 patch notes ...
Personal Bind Stones, Personal House Recall Stones, and Guild House Recall Stones are now available to all players. The Royal Treasury Clerks have been moved out of the throne room so they can be accessed more easily by players who cannot enter the throne rooms.
They are apparently in the capital cities but im not sure where , the one on mid is right outside the throne room but not sure about the alb or hib one. Dunno if you still have to do the quest or wether you just get the stones now.
