Us E&E try and do our bit by helping the GOA team on a test server called Gorre, or Lothian or even Gwynedd. Every so often they also open it up to public beta too.

Arti's are down and have their normal respawn timer as-if they'ed just been killed iirc.
Im not sure how much detail i'm allowed to go into, but the patch is internally tested on test servers, then tested by E&E + a few others, and then once everything works, its put live.

A server takes around 45 minutes to boot up properly, and housing happens to be one of the last zones to come up so just be patient.
