The SC calculator part is free. The optimizer goes inactive after 20 attempts (I think?). My guess is he wants to pay for the bandwidth his sites take. Not like the price is outrageous or anything.

I just used the web installation (only option atm), worked like a charm etc... Just go to the LOKI home page, the program changed name recently.
