given equal other stats/target/buffs/etc. you will do more damage with 39 xbow than 12.

How much more would require some detailed testing

I have seen tests showing xbow havin about 10-20% varriance (if not less) between 10 and 50 spec. Ofc those were from americans so anyone can test it if they want...
