Buffs dont need to disappear when u get out of range, just be disabled. Like when u use a RA, it gets a bit "transparent". When u get in range the buffs are active again, so you don't need to rebuff.

Should be easy do do. Since you already have Minstrelsong etc as an area effect.

solo'ers would loose their buffs so you can kill those. Besides most likely even grouped people will have less buffs as they cant use a buffbot neither. So every buff they get is from the people in the group.
