Lvl requirements for GoV encounter?

Friend of mone got it on a lvl 13 char atleast, but GoV is one of the encounters that dont have a level requierment or its just bugged and give it to everone that get it done

credit is lvl 42, ive tried with a lvl 41 char but didnt get credit

Friend got credit at level 21, so 42 isen't credit level.

tbh, think credit for GoV is at lvl 42. Ive got credit for 2 chars at lvl 42. tryed to get credit on both at lvl 40. so its 41+

You can get credit at 41 for GoV, tried at 40 and below but didn't get it, activation level is 46.
