That's how much I gathered, after being pestered by numerous PM's that afternoon:

Jarvio wanted ML10 vest
Jarvio thought/was lead to believe Stt has ML10 vest
Jarvio thought/was lead to believe Stt would not sell it to him
Jarvio thought/was lead to believe Jolt could buy the vest of Stt
Jarvio gave Jolt the Plats
End of story

As far as I know, Stt knew nothing about it and doesn't even have a ML10 vest. Of course in Jarvio's mind Stt is involved in the "scam" along with half Albion...
