good point. my guess is the extra is to help them improve their quality of life somehow.
compared to an able bodied person, it could be said that a disabled person could not enjoy life in the same way. the extra bit of cash may be to compensate for that.

These people arent disabled tho - just unable to work - theres a whole other set of benefits for the disabled.

If you cannot work because of illness or disability which started before 27 October 2008, you may be able to get Incapacity Benefit
incapacity benefit is for disabled people as well as people who are too ill to work.
im saying that they may get more money due to their quality of life perhaps being lower than someone who isnt ill or disabled.
If you can pass the much more stringent tests for disability you can get a lot more - the problem with incapacity benefit is that anyone with nouse can hassle their doctor into signing them off on the grounds of back problems or depression neither of which can really be disproved easily.
"Back Problems" is a giant red flag for benefit fraud investigators, getting spotted carrying the shopping to your car and its game over. Depression is far more tricky for them.
surely you could claim "intermittent" back problems. or lie on the ground screaming for five minutes after putting the groceries in the car?

Getting onto the system is harder than staying in it, they've naturally made it even harder to get onto it but the problem remains of removing people.
she is not entitled to anything but what she is on. If she could get the next level up I think she would be able to get a car which would make her life easier no end as she cant go do her own shopping or out to see family on her own.
