If we're pointing out grammatical errors, it would be spelt with a capital letter, as it's a noun.

I dunno.

From a mathematical point of view, outside has always seemed to make more sense to me, but from what I've read, other marks alway appear on the left fo speech marks or inverted commas.

However, that could be an over simplification.

Take a look at this:

He said, "It's blue?"

See how it reads slightly differently to:

He said, "It's blue"?

One reads as a statement that someone asked a question. The other reads as a question about whether a statement was made.
