Why wouldn't supermarkets pass the VAT-reduction on?
If one goes against it - the others will take its share of the market - if all go against it together - it'd be illegal.
Im not saying they will keep their VAT at 17.5%.
If they charge £1, they get 86p profit at 17.5%. They can keep their price at £1 and thus at 15% they make more profit.
Just because there is a reduction in the VAT rate, doesnt mean the consumer will see a difference.
