well i assume there are laws which makes it so they cant program the game to allow the dealer to win everytime?

There are casinos in most cities in england. Casinos are just as bad as online ones though, they can all be rigged to let the people who run it win as much or as little cash as they want.
As someone else said, if you "have a chanceto win" its perfectly legal, take fruitmachines, they are calibrated to payout only 5-45% takings, depending on the company running it.isnt there any controll with stuff like that in the uk?

I actually do this on a regular basis as dollar bills are actually cheaper per square meter than Andrex these days and more absorbant!!
Most fruit machines in the UK have a minimum payout (it's normally something like 75%), and as long as they pay out more than that percentage it's legal to rig them as much as you want to.
The percentage is normally fairly high so your idiot punter thinks he's got a chance of winning, and work purely on the principle that most people that win money in a fruit machine dispense it straight back in again. Once you've picked up your winnings and put it back in the slot it will take another 25% of that lot as well, which means the actual payout is much lower than the value on the tin.
As with all gamling it relies pretty much on the basis that people don't stop when they are ahead, but do stop when they run out of money so if you keep them there long enough eventually the house wins.
nothing like 75% my mate wastes shitloads on fruit machines and hes probly won about £4 on the £50 or so ive seen him put in (£1-2 pounds a time not in 1 go) and ofc that £4 went straight back in
