daf: I think the point is to try to redress the 'inbalance'*. Its like the us university admissions policy. Most universities grant point to minorties just because they're minorties. (e.g. having 5 UCAS points for being of indian/pakistani/bangladeshi origin.)
I find it obsurd imho.
As for the flag buisness it really does make my blood boil. I consider myself half-irish/half english(me,sis & dad born here, rest of the family irish) and feel closer to the irsh than english(I support irish in sport etc) and, if I could be arsed, would have gladly flown the irish flag on paddies day. Saying that I am aware that I'm english and and such know the national anthem(from scouts ) and wouldn't mind at all if someone asked me to fly the english flag or the union jack from my house. The flag is a sign of national pride and we should enjoy showing it from time to time. I really can't understand the reason why people are offended, if they are living in this country how can the symbol of it offend you? If this country offends you why are you here? Recent times have shown us that we have no problem with people wanting to come to this country. :/
As for the tie in with racism I find that tenuous to say the least. Punk and having a skin-head are both linked with racism but neither would cause anyone to complain if shown in public.
* not saying there is one just thats what the idea behind it is.
