This is indeed totally true, when you purchase a game, it is not the CD's nor the actual game you are buying but merely the license to install and run the software.

Therefore once you have purchased the said game once already it is perfectly legal to use someone elses CD to play it.
(or this was the case a few years back, maybe they've updated things since then)
