In the modern version of the game, no.
Fabregas "could" of stayed on his feet, instead he fell to the floor because he thought it was a penalty. That for you was a definate penalty.
Gerrard falls to the floor because he thinks he's received enough contact for the penalty to be given, he's diving.
How much contact there was is completely unimportant. In both cases there wasn't enough to cause the reaction from the player unless he was diving.
There is a difference between having slight contact and going down (which i still hate) and going down then making sure there is contact. Like Gerrard the keeper did not touch him he threw a leg out to make sure there was contact. I think Babel did the same he got into the box and threw himself down and into toure,
The first kind where there is minimal contact but the player falls anyway is shit but it seems managers support it. Untill there is advantage given when the player runs on and misses this will not stop.
