99% of the times its your own line, not GOAs.(no the 99 number isnt proven or anything, but its closer to the truth than 1% )

Easy way to test where the problem is, it's called "traceroute".

Traceroute send data along a path to assaigned IP address (Goa's can be collected from inside the update.bat file = 193.252.123.21) The data returns showing you the path of that data, and it should give you an idea where your connection is breaking down.

You can download a GUI based freeware/shareware app with traceroute from twocows. Or you can use your command prompt/terminal if you have one

The command in a dos type command prompt is

tracert ip number

eg

tracert 193.252.123.21

The command prompt varies according to your system, but in XP I think it can be found in accessories.

And on a side note, GOA is owned by Wannado, if I am not mistaken, and are therefore responsible for their own lines to a point.
