Uhm, here's an idea for any people with decent IRC skills, you could make a special bot which you can use comands like !add xxnamexx PUG#1 Albion, PUG#2 Hibernia or PUG#3 Midgard, then do !List PUG#1 Albion and the bot will pm you a private msg giving you the list of players in that group, the classes, and the area in which they're going to concentrate on roaming and the time - This will all be set-up by the person starting the group using a command such as !Start Albion PUG#1, and the players in the group will have to give they're class and name, and could have the ability to add further details like spec, links to templates, comments. I have seen various sites which have some form of interface which runs in tandem with IRC, so I think the idea's a good one, just dont think it'll be easy - would need a lot of work.
