Peek inside gamedev(nutshell version); Reason why there's usually no tight code and smaller groups manage it better is due to less changes during the code writing. Especially if one guy is writing it/making the whole game.

In larger projects the coders(note plural) start on a code, then someone changes features/etc around while they're working on it and deadlines don't change, so they have to tweak the code and then do it again, and again, and again and in the end time runs out before it can be sorted and you get problems.

On the budget, as said earlier, this was just a proof of interest and there's more money coming in for them(if i remember correctly around 7mil of it).
