Cloak of Misery

Anyone had any experience of the cloak of misery in RvR?

I'm just putting the finishing touches to a classic ranger template and can either have the summoners silken shawl which caps all my resists and gives me 400 hits or the Cloak of Misery which gives me 350 hits and drops one or two resists to 20% or so

The Cloak of Misery delve says it debuffs ABS by 20
Anyone know if its 20% of current ABS (like conflict weapons) or a flat minus 20 from their current ABS value?

Anyone tried this cloak out in RvR?

The proc is same as the weaponry from PoC.

Me and Orenthal used this on Lamorak, One of us had the AF debuff and the other the abs debuff. Worked well, right chim?

It's from Leirvik afaik, a L44 item with quite decent stats

2 x 7% resist
2 x 8% resist
44 hits i think

Not a bad thing, google for proper stats.

i think the use is less than its shown there.. can't quite remember i'm sure its less than 20% tho...

Im 90% sure that the named mob in leirvik isnt there any more since the re-design.
