Thats how farmers do it. Kittens mostly (only need one or two at most to keep mice/rat population down) but puppies if they don't need / can't sell them either. I was a bit slow to catch on to the euphamism "They're going to be sailors" some years ago when I first learned of this because up until that point this had been something totally outside my experience.
