I think what they should do is have "prison bins" (with air-holes, unfortunately) on every high street & street corner. A policeman who sees a chav / hoodie up to no good: fuck the paperwork & the nanny state, stick the chav retard inside the bin for 15 hours. If he resists, stick the boot in or give him a whack. She has to have police protection, she's probably going to lose her job, and she could still face charges of animal cruelty if the owners decide to prosecute.

To be fair to Cal, I have read quite a bit of research which does suggest that people who are capable of animal cruelty are more likely to be cruel to children.

However in this case that is a bit of a far fetched claim. It was a horrible thing and in my opinion, it wasn't the act of a particularly healthy person. However it was just a cat, and I have seen first hand evidence of much more heinous crimes against animals by people who have familes and are devoted parents. Bottom line, she put a cat in a bin. Much worse happens, and I doubt she is the monster people are making her out to be.
