Your logic is flawed, Bahumat. Ziva's statement only implies that to be a good mod you must show an interest in the forum, not the reverse. Her statement only implies that showing an interest in the forum is a part of being a good mod, not the entirety of it, therefore she has only stated that because she shows an interest she exhibits at least one of the requirements of a good mod.

the thing is all what you say can be reversed. altho it does not mean an exaxt definition it also does NOT mean an exact definition
