To be fair its a sensible law, assuming its interpreted sensibly. I've never heard of anyone pulled for being in the vicinity of their car unless they were obviously heading towards it or were already in it. I used to kip in my car quite often back in the day (there was a disco/club we used to go to that was out in the country and I used to drive sometimes) and I did get the tap on the window from plod once. He was the one who told me to put they keys out of reach (e.g. exhaust pipe). He was very reasonable about it (this was 20-odd years ago mind) and I always followed that advice subsequently.
