And from my point of view, i would never consider it cheating, im sticking with Dook on this one...

Let's have a look at the definition off 'exploit' given by GOA.

First, what is a bug exploit for us :
Basically, a bug exploit is when a player finds a bug in the game and uses it repeatedly for his own profit. Today, we will mainly see bug exploiting in RvR situations.

Are you supposed to be able to strafe when mezzed? No, so it's definately a bug. Do the players who use it get an advantage? Yes, obviously.

Conclusion: Definition aplies, it is a an exploit.

Does it give you an advantage? Yes.

to be honest i only saw the first post, and i couldn't be bothered to read the rest.

While your mezzed/stunned if you strafe left or right you will lag moving left of right.. making it hard for people to hit you. I use it to stop people from hitting me if i'm paying attention. Its not classed as a bug, if it was it would have been fixed a very long time ago
