It's called Object Desktop and can be downloaded from here:

http://www.stardock.com/products/odnt/

It's a self-contained utility, which works really well. There is a version on the disc of the most recent PC Format, but it isn't the most recent one. Go the above site to get the most recent release, which is free and contains quite a few more enhancements to the PC Format version.

Mine:

It matches the black of my home cinema and black PC bits. I'm a big fan of discrete PC's, brushed black aluminium, black leather chairs, graphite/carbon look, discrete desktops etc.

PC's with windows and neon lights like there is a 70's discotheque going on inside them: get a grip of yourself.

Well, I've kinds settled on the current set up, this Dock bar business is actually rather nice. I used to have Quick Launch up at the top on Auto Hide, but Y'ZDock is much nicer, have the magnification quite low though, it annoys me otherwise.

Background from Deviant, Firebird skin is "Coffee".

That looks a lot more like ObjectDock to me:

Object Desktop lets you reskin the whole UI, objectdock is the little OSX styled doofer at the bottom...
