I could have sworn that my 65 Mana gave me fewer resists that when I removed all + items and tried with 53 or so.

Nope, it's been debated and test many many times by many many people - it's definitely spell level.

And I was light not mana.

50+ mana also gives you less variance on the pbaoe, so you will have a higher capped damage and your avarage damage will be higher.

Although variance is only an issue on targets higher than your modified spec of course.
Also, cap isn't affected by your spec, only by the spell delve, relics and any mom you have.
