It is mainly to do with the US side of the previous trade agreement, he is using short term laws to keep them going.

They're cycling through obscure laws on the US statute books to keep tarrifs going. The last lot of tariffs used some emergency powers thing that has to be terminated after 150 days, and on day 149 this shit shows up, which will duly be stuck down by the court on a few months and Trump will move onto the next one.

Everything about this Administration is about weaponization of the law in ways that weren't intended, but this is the result of both parties' behaviour going back decades, and it's difficult to see how it can be stopped.

The previous reason for tariffs had some logical justification, these don't, especially with their prison population...
