well i know throds got it working now but ill post the solution for abybody else whos having this problem and is looking here for an answer.

There is a problem with windows xp and soundblaster live/audigy cards which makes people sound like there talking underwater.

The solution is to do the following, make a shortcut to cs if you dont have one and goto commandline or in gamespy goto, games+filters and click on commandline properties.if you use ase ask throd, because i dont use it so i dont know.

and add :

+voice_dsound 1

and this should cure problem
