it isn't, all procs list their casting speed despite it's uselessness, most of the time these procs refer to already existing base spells with their value/timer altered.

At this moment, GoA did do a major screw up. Every event item has lost its proc + down on 70% con... and they funny thing is when i wear it (usually you dont get the stats when con is so low) i only get -150 hp, not power or resis, and im not capped in resis for sure...
