Guess its how lucky you are, but yes - Love Story 2 of 3 is the hardest to get of the 3, which the prices on ME's also clearly indicate.

Mobs aren't hard to kill, but the chance of scroll is dropped is reall suckeh. Of course it can drop in a few kills, all scrolls can do that - then it's called luck
