There is no such thing as best on items like this.

"Best" is the one that fits your template.

This item is hardly uber. Why would anyone would want to use this over ACN? Plenty of items with +Dex Cap TBH, and 30P start? LOL

Only 3 resists at 8% and 3% speed you can easily get elsewhere, same as Dex Cap (Blackened Wrap, Shaitan Wind Bracer etc.)

well , u dont have much options on neck choice , while u do on bracers or rings , so i would rather start putting neck and testing diferent bracers.

ye and only 53 util, with some very nice toa util aswell, with most of the scout stuff i have encounter'd all the resist's on acn is coverd in other item's where this fit's more... but if u like acn in ur scout template use it...

For the record, I've bid 30p because I need this for my friar template - nothing to do with scouts Like eggy said, its to do with what fits best in template and this fits best in mine so 30p is well worth it for me.

Unless your using it on a friar, in which case a str/con charge is WAY more useful
