Well it is, but look at the stats:

Woven Hair of Malamis
Dexterity: 15 pts
Acuity: 15 pts

Item Bonuses:
Acuity Attribute Bonus Cap: 7
Dexterity attribute cap: 6
Power Pool: 8%


vs

Braided Hair of Malamis
Acuity: 12 pts

Item Bonuses:
Heal Effectivness: 8%
Stat Enhancement Spell Effectiveness: 7%
Acuity Attribute Bonus Cap: 6
Power Pool: 7%

buff bonus is useless, you lose 3 acurity 15 dex.
Heal bonus is also easy to get buy but good DEX CAP items are rare.

In summary go for woven hair of malamis
