It's not that rare, I've gotten a few to drop. I suspect Evergrey's cloak might even be the one I put on my CM, 1 plat sounds about right.

Cloak has collar graphics but no other ToA fanciness. I have no idea of the post-1.68 stats, though, since that cast speed is probably nerfed to 2%.
