Pretty simple. Some people actually do auctions with a low startbid and a certainly low increasement to drag people's attention. Then again, it happens to work from time to time, and startbids of like 1p can turn out into acceptable selling prices of around 10-15p (It's an example). To be safe, he reserves the right not-to-sell if the auction shows low/no interest at all.
