It's just not that good an item, really...
+Enh isn't really useful in a template. It's better put on a couple of seperate items purely for buffing purposes.
If you take the +Enh away from the utility value, you're left with 34... which isn't really all that good when compared with the Gem of Spirit Abhorrent, which has 4 * 7% resists, a utility value of 56 and usually sells for about 300g
