This weapon dont exist anymore, but there is a version with 2% castingspeed and 2% melee speed (and something else adjusted). I put one on my CM a good while back for 2-3 plats, it went away immediatly so I guess its in demand. Good luck, hope there are some more around for you, but since they drop from Typhon and he's not farmed much I assume they are mostly taken.
