It's unlikely. Sidi isn't raided much any more, and the hauberk drops off one of the Horsemen of Apocalypse (almost final mob).

The sort of people who are likely to have it lying in a vault are those whos accounts are inactive.

Sidi is by far the highest heal proccer I am afraid; it's a nice hauberk indeed.

Heal procs vary depending on relics too. With the standard 1 relic I think it's 1.25 * delve.
