It's Nailah's Robe, and I suspect (ok, know) there's a large queue of people trying to get it for themselves, already, on a daily basis. Of the three people I regullarly speak to, they are all have made at least 7-8 kills with no robe drop.
I would remind everyone that Sebak is tweaked, so that she has a higher drop rate for the robe, in patch 1.68. I suspect you're more likely to find it for sale at a time after the initial rush to kill her from 1.68.
