I would assume he has already used ME like myself and he is not prepared to pay 6p for some boots when its only 1p for Chest. Other Items are not available except in 99%.

MP orders can be a lottery for the crafter.

I've had 2 MP items in 10 attempts one day and then 0 MP in 50 attempts.

Giving a set price for MP items is very difficult.
