No, but hell will likely freeze over before you get a hold of this ring. Best thing you can do if this ring is in your template is .... change your template.

What you call "Blackened Cloak" was called "Darkflame Cloak" for me--I had 2 of those drop. There appears to be two versions of this item but with different names, see this and this. Regardless, a sweet 104 utility for cloth casters (if you would regard all spell lines as equally important, which most don't).

As for the ring, I gave up after 75 attempts and found one for sale.
