all these % items are bugged, at least which ive seen.. i had a sword that proced a dot of 4 ticks each hitting for 20%.. sounded good on paper, 1 proc and 80% hits... too bad in reality it hit like 13/tick on an armsman

its 20% of the dmg you would do. Eg. its based on your weapon skill or something like that. At least thats what i think :>
