I don't think it's a lot of Hibs, it's a few arseholes.

I haven't met one yet in game that does it though, nor have I been required to do it.

About camping cloudsong, I have retrieved CS 5 times in total for myself and various other mates, I have killed him 20. Only once did I wait around for more then an hour, all it requires is a little patience.

I haven't got a single Artifact yet , and with so many changes to the game , I don't mind waiting another 6 months before I get any . Obviously I have checked for artifacts , with the usual not up . I have helped several people get their artifacts . There is no way I'm gonna pay the rediculous prices people charge for drops in this game .
I read in previous patch notes that mythic feel they have an obligation to the crafters in the game to make sure they can make the best armor/weapons available in the game . It is only a matter of time before they bring the crafting inline with ToA . Save your plat , go with your old SC until it happens . Whatever , just don't feed the greed !
