The electorate were not polarised towards any of the two candidates (hence the "who won" debacle), and the international community are currently picking on America someting chronic.
Ignoring all of this, Bush ploughs ahead with yet more unpopular new initiatives (star wars, no aid for countries that perform abortions, kyoto, etc.).
I feel that in a year or two the American public are going to be sick of large corporations affecting policy decisions, and Bush will find his popularity dropping to a spectacular low.
