WonID Tracker?

Is there any Programs out there, where you can track a WonID down? I know HLSW has it, but i believe you have to have RCON Access for it to work, i, do not have RCON Access, so i cant get it to work... hmpf..

Anyway, i want it so its like a BuddyTracker, for instance our loving Tom..

Tom is a very common name in CS, so using a Buddy Tracker would just throw up thousands of Toms, but, if i got our Tom's WonID, i could track him down to being one person, instead of 1000..

I only play on bw, jolt, by, and a few custom servers. Lots of time I play on jolt cs maps only server, although the pings can get poor.
